Eh I know I'm kinda late but here goes if u are still looking into this. Normally i would say dont do this cause it would only ruin your relationship with her. Rarely does it ever turn into a positive experience but you stated that you only really see her two times a year. If you are serious about trying here's some advice to be successful.
1. Plan some sleepovers next time she's in town.
Sleepovers are an easy way to get close without the fear of making other family members too suspicious. Just don't become too obsessed with sleepovers. Believe me family does see these changes and it will rise suspicion. Do your sleepovers in MODERATION!!!!
2. Flirt with her in a sexual way that does not immediately rise suspicion but welcomes the idea. For example: One thing i used to do that worked well is knee my cousin in her ass not hard but hard enough where i could give some kind of sexual contact without making it weird.
