Korea because they were a threat. We should have opened aggressive diplomatic channels with Iran throughout 2002 and developed significant military posts along the Afghan-Iran border that we were very willing to use if they failed reform themselves as much as their citizens desired. They are not even one of the 22 member states of the Arab League of nations because they don't have a large enough Muslim population to qualify.
