Do Women Run Faster than Men in Olympics?

Question: The Women's 100 meter record is about a second slower than the men's (fem=10.78 - male=10.69), a difference of about 10% ... but the male runner is almost 20% taller than the Female (fem=165cm - male=196 cm). Therefore She is actually faster in proportion to Her height. Shouldn't this simple fact be widely reported and recognized?
