Adult Corporal Punishment

Question: The cost of keeping minor offenders in jail is increasing and the number of offenders is also going up. To me, this means that short jail times are ineffective to control crime. I would advocate the use of corporal punishment for adult offenders. It seems to work in Singapore, why not here? How do you feel about adult corporal punishment for minor offenses?
